推荐理由:周恩来总理组织领导的“两弹一星”科技攻坚工作极大提升了我国的综合国力和国际地位。中国两弹的研制工作,是中国几代人奉献和努力的结果,向这些为祖国繁荣、安定做出毕生贡献的伟大英雄们致敬,向我们敬爱的勇于担当、鞠躬尽瘁的总理致敬。

Zhou Enlai: What is extra certain?

1966年的一天,周恩来主持召开了一次重要会议。钱学森等我国著名的核科学家都参加了此次会议。

One day in 1966, Zhou Enlai presided over an important meeting. Famous Chinese nuclear scientists, such as Qian Xuesen, attended the meeting.

周恩来首先作了一些背景介绍。当时,我国虽然研制出了核弹,但帝国主义却攻击我们“有弹无枪”,意即我国虽然有了核弹,却没有相配套的运载工具。这次会议的目的,便是请钱学森等科学家探讨解决所谓的“有弹无枪”问题。

Zhou Enlai first gave some background introduction. At that time, although China had developed the nuclear bomb, the imperialists attacked us as “having the bullets but no guns”, meaning that though China had the nuclear bomb, it still did not have the corresponding means of delivery. The purpose of this meeting was to ask Qian Xuesen and other scientists to explore the solution of the so-called problem of “having the bullets but no guns”.

会上,科学家们集思广益,并进行了详尽的讨论。他听取了科学家们的意见建议后,打电话向毛主席请示。

At the meeting, scientists drew on all useful opinions and had exhaustive discussions. After listening to the scientists’ suggestions, Zhou Enlai telephoned Chairman Mao for instructions.

 

放下电话,他说:“毛主席同意我们的方案,并赠给大家16字指示:严肃认真,周到细致,稳妥可靠,万无一失。”

Hanging up the phone, he said, “Chairman Mao agreed with our plan and gave us some instructions: Be serious, considerate, reliable and extra certain.”

 

听到传达的指示,在场的科学家陡然觉得肩上的担子十分沉重。有人甚至倒吸了一口气,许多人都因为这“万无一失”的标准,而感到深深的压力。毕竟,核弹的相关科学研究工作难度极大,不确定因素很多,要做到绝对意义上的“万无一失”,是几乎不可能的。

Hearing the instructions conveyed, the scientists present felt a heavy burden on their shoulders. Some even took a deep breath. Many felt deeply pressured by this “extra certain” standard. After all, the scientific research of nuclear bombs is so difficult and uncertain that it is almost impossible to be “one hundred percent certain” in the absolute sense.

 

周恩来敏锐地察觉到了科学家们的面部表情以及心理变化,他的一席话令在场的科学家们如释重负。他解释说:“什么叫万无一失?把想到的、发现的,都认真解决了,就叫万无一失。没发现的、解决不了的,是吃一堑长一智的问题。打枪还有卡壳的时候呢,别说导弹了。放心吧,只要认真做了,出了问题,领导来负责,我周恩来负责。”

Zhou Enlai was keenly aware of the facial expressions and psychological changes of the scientists, and his words were a great weight off their shoulders. “What is extra certain?” he explained, “we have seriously solved all the problems we have thought of and discovered, and that is one hundred percent certain. What is not discovered and cannot be solved is matter of learning from experiences or mistakes. The gun jams sometimes, not to mention the missile. Don’t worry, just do it seriously. I’ll take the blame if anything goes wrong.”
